# Canada open.canada.ca — "Species at risk population trends" CSV

`package_show` is open.canada.ca's standard CKAN action API (keyless, `GET`); it lists two CSV
resource URLs (English and French column headers) both hosted directly on `www.canada.ca`,
not on the Azure Blob Storage account other open.canada.ca datasets use.

## Observed, live today

- The CSV resource's `url` field from `package_show` resolves with a normal `Last-Modified:
  Wed, 21 Jan 2026 16:38:34 GMT` header and **no query-string SAS token, no expiry** — this
  contrasts with other open.canada.ca-cataloged datasets (e.g. the Canadian Register of
  Historic Places, recorded separately in this corpus) whose `package_show` resources point to
  a 1-hour presigned Azure Blob SAS URL instead. Same catalog API, two different hosting
  backends for the actual file depending on which federal department published it (ECCC here
  serves straight from `canada.ca`'s own CDN, fronted by Akamai per the `aka-ca-site-token`
  cookie).
- File is 236,400 bytes, `Content-Type: text/csv;charset=utf-8`, UTF-8 **with a leading BOM**
  (`\xef\xbb\xbf`) before the first byte — a detail that breaks a naive `csv.reader` opened
  without `encoding="utf-8-sig"` (the BOM becomes part of the first header cell's name).
  Columns are bilingual-structured: `Common name, Scientific name, Species group, Species at
  Risk Act status, Final recovery document date, Reassessment date, Progress report date,
  Recovery document objectives, Species data, Rationale, Progress...objectives` — e.g. row 1 is
  "Allegheny Mountain dusky salamander (Appalachian population), Desmognathus ochrophaeus,
  Amphibian, Endangered, 12/10/2014, ...".
- The dataset's title cell itself is embedded as CSV row 1 (`"Progress of species at risk
  towards their population and distribution objectives, Canada, May 2025"`), then a blank row,
  then the real header row — three non-data rows precede the actual table, which a
  naive `pandas.read_csv(..., skiprows=0)` would misparse as data.
