# EBA EUCLID registers — payment institutions (PSD2) and credit institutions share one SPA, no API

## What EUCLID actually is
`euclid.eba.europa.eu/register/{pir,cir,crd}/...` (Payment Institutions
Register, Credit Institutions Register, CRD register) is a single
Angular single-page application. Every path tried under `/register/`
— `pir/disclosure`, `cir/disclosure`, `crd/disclosure`, the bare
`/register/`, and even made-up paths like `/register/pir/api` and
`/register/pir/disclosure/download` — returns **the identical 685-byte
HTML shell** (`HTTP 200`, `<title>EUCLID - Register</title>`,
`<app-root></app-root>`, hashed JS/CSS bundle filenames). The real data
is fetched client-side by that JS bundle against an API this probe did
not locate from the server responses alone.

## The catch-all boundary is exactly `/register/*`
Paths **outside** that prefix hit EBA's real backend and get a normal,
differently-styled 404: `GET /register-api`, `/api/institutions`, and
`/register/api/v1/institutions` all return `HTTP 404` with a 2,515-byte
EBA-branded error page (`<title>EBA | 404</title>`, "Sorry, the page
that you are looking for appears to have been moved, deleted or does not
exist", links back to "Payment Institutions Register" and
`www.eba.europa.eu`). Even `robots.txt` on this host returns that same
styled 404 page rather than a plain-text file or a 404 with no body —
confirming there's no file at that path either, served through the exact
same real-backend 404 template as a mistyped API route.

## Gotcha
Because the SPA shell returns `200` for any `/register/...` guess, an
agent probing for an API (`/register/pir/api`, `/register/pir/disclosure/download`)
gets a *misleadingly successful* 200/text/html on paths that are not
real endpoints at all — the only reliable signal that a guess under
`/register/` is wrong is that the content is always the exact same
685-byte shell, never changing with the path. Both named registers (PIR
and CIR) share this behavior byte-for-byte: there is effectively one
distinguishing feature between the "PSD2 register" and the "credit
institutions register" as public HTTP resources — none.

How observed: 2026-10-05T12:06:59Z–12:07:21Z, 8 live `curl` GETs across
`/register/pir/*`, `/register/cir/*`, `/register/crd/*`, `/register/`,
`/register-api`, `/api/institutions`, `/register/api/v1/institutions`,
and `/robots.txt`.
