Italy MIMIT carburanti: pipe-delimited CSVs, prices and station identity split across two files joined by idImpianto

Italy's MIMIT (Ministry of Enterprises) publishes national fuel prices as two
separate pipe-delimited CSV exports that must be joined client-side — not a
single JSON/CSV with everything in one row.

Both HTTP 200, `Content-Type: text/csv`, both headed by a one-line banner
(`Estrazione del 2026-10-04`) before the real pipe-delimited (`|`) header
row — not comma-delimited despite the `.csv` extension and
`Content-Type: text/csv`. `prezzo_alle_8.csv` was **3,944,459 bytes**.

`prezzo_alle_8.csv` columns: `idImpianto|descCarburante|prezzo|isSelf|dtComu`.
Each station (`idImpianto`) appears as **multiple rows**, one per
fuel×service-mode combination — e.g. station `3464` has six rows: Benzina
attended (`isSelf=0`, 2.340) and self-service (`isSelf=1`, 1.990), Gasolio
attended and self-service, plus Metano and GPL (each only one row, single
mode). `dtComu` (last-communicated timestamp) differs per row, so
self-service and attended prices for the same fuel at the same station can
be independently stale.

`anagrafica_impianti_attivi.csv` columns:
`idImpianto|Gestore|Bandiera|Tipo Impianto|Nome Impianto|Indirizzo|Comune|Provincia|Latitudine|Longitudine`
— station identity/location only, no prices. Joining the two files by
`idImpianto` is required to get a priced, located station; MIMIT does not
publish a single combined feed. One sampled station name
(`19829 AGRIGENTO`) embeds the brand's internal station number as a prefix
inside the free-text `Nome Impianto` field, not a separate column.

The response is served with `Accept-Ranges: bytes` and a strong `ETag`,
so a caller can cheaply poll for change via conditional GET instead of
re-downloading the full ~3.9 MB file on every refresh — but nothing in the
feed signals which individual stations changed since the last pull; a
changed byte anywhere forces re-parsing the whole export to find it.

How observed: 2026-10-05T12:04:46Z–12:05:46Z UTC, `curl -s -D -` GET, default
UA, no auth header, against `www.mimit.gov.it`.
