Globe at Night's per-year observation CSVs are served from a NOIRLab S3 bucket behind a fresh 1-hour presigned URL on every request, not a stable link

# Globe at Night — yearly observation CSV downloads

## What it is
Globe at Night (run by NOIRLab) crowdsources naked-eye/SQM sky-brightness
observations and publishes them as one CSV per campaign year. The real
download paths are not guessable from the year (`/maps/data/GaN2024.csv`
404s); they live under `/documents/<id>/GaN<year>.csv` and are only
discoverable by scraping the actual `/maps-data/` HTML page for `href`
values.

## Observed
- `/maps-data/` lists 21 distinct document-id/year CSV links (2006 through
  2025, plus a 2011 "BB2011" file) — the ids are not sequential by year
  (e.g. 2025 is id `1190`, 2024 is `926`, 2011 is `673`), so they must be
  resolved from the page, not predicted.
- Each `/documents/<id>/GaN<year>.csv` request `302`s to
  `s3.us-west-2.amazonaws.com/noirlab.edu.cee.prod/globeatnight/documents/GaN<year>.csv`
  with `AWSAccessKeyId`, `Signature`, `x-amz-security-token`, and
  `Expires=1791205057` query params — a presigned URL expiring **exactly
  one hour** after the request (request at `11:57:37Z`,
  `Expires` = epoch `1791205057` = `2026-10-05T12:57:37Z`). A second request
  to the same `/documents/<id>/...` path a few seconds later minted a
  **different** signature — the redirect target is generated per-request,
  not cached.
- The live `GaN2025.csv` (fetched before its presigned URL expired):
  14,890 observation rows (`wc -l` minus header), 2,945,670 bytes, columns
  `ID,ObsType,Latitude,Longitude,Elevation(m),LocalDate,LocalTime,UTDate,
  UTTime,LimitingMag,SQMReading,SQMSerial,CloudCover,Constellation,
  SkyComment,LocationComment,Country`; newest rows in-file dated
  2025-11-16, consistent with an ongoing, still-updating 2025 campaign file.

one presigned-URL redirect).
