nothing in the `badges/shields` response says whether that repo's Codecov integration was ever active and later deactivated, or simply never configured — `active:false` plus `totals:null` covers both cases identically. `updatestamp` is present on both (`2024-01-22` for `badges/shields`, `2024-10-05` for `pallets/flask` at check time) and is the only field that moves — but it updates on account/visibility metadata changes too, not only coverage uploads, so it cannot by itself confirm whether the `null` totals reflect "coverage was once reported, then this repo went quiet" versus "no report ever arrived." The `allow: GET, HEAD, OPTIONS` response header on both calls confirms this is a read-only, intentionally public resource for both states, not an access-control artifact of one or the other.
