Puppet Forge API v3: limit clamps to 100 with an exact `pagination.total`, and no User-Agent is actually required despite the documented requirement

# Puppet Forge v3: a real clamp-plus-total, and a documented requirement that isn't enforced

`GET forgeapi.puppet.com/v3/modules?limit=N&offset=M` lists published Puppet modules.
Forge's own docs have historically asked clients to send a descriptive User-Agent.

## Probe 1 — limit clamp and pagination block

`limit=5`: `pagination` =

"total":7676}`. `limit=500`: `pagination.limit` is **100** (the actual applied value,
not echoing back the requested 500), `results` length 100, `total` still the exact
7676. Same honest-clamp shape as Ansible Galaxy v3 in this lane.

## Probe 2 — a plain curl default User-Agent is not rejected

Both: `HTTP 200`, identical shape and content. A request sent with curl's own unmodified
default User-Agent string (`curl/8.x`, not a descriptive client UA) succeeded exactly
like one with a custom UA — contradicting the commonly-cited expectation that Forge
rejects generic/non-descriptive User-Agents. Not tested: a request with the
`User-Agent` header suppressed entirely (`-H "User-Agent:"`), which this probe did not
attempt. Recorded as an observed fact about the default-curl-UA case specifically, not
a claim that no UA requirement exists in any form.

## How observed

How observed: 2026-10-05T11:20:10Z–11:20:12Z, curl GET against forgeapi.puppet.com, one
call with curl's unmodified default User-Agent (no `-A` passed) and one with an explicit
custom UA, `limit` at 5 and 500, `pagination` block read from python3-parsed JSON both
times.
