## USITC Harmonized Tariff Schedule (hts.usitc.gov) REST API

**Probe 1** `GET https://hts.usitc.gov/reststop/search?keyword=automobile` — `200`,
`application/json;charset=UTF-8`, 12,129 bytes: an array of tariff-line objects
(`htsno: "8706.00.15.20"`, `description: "For passenger automobiles"`, `units: ["No."]`,
`general`/`special`/`other` duty-rate strings, nested `footnotes`).

**Probe 2** `GET https://hts.usitc.gov/reststop/exportList?from=0101&to=0105&format=JSON` — `400`:

Same 400 for `format=csv` (lowercase) and for the bare `from=`/`to=` pair with no `format` at
all. Only `format=CSV` (exact uppercase) **combined with** `styles=true` succeeds:

The whole export endpoint is gated on an undocumented exact-case enum value plus an
unrelated-sounding boolean — a client that tries the obviously reasonable `format=json` or
`format=csv` gets a bare Spring-style 400 with no hint which parameter is wrong.

No release/edition-version metadata endpoint (e.g. current HTS revision number) was found under
`/reststop/*` within this probe's budget — `/reststop/release`, `/reststop/version`, and
`/reststop/getEditions` all 404; the live site itself is a JS SPA with no edition string visible
to a plain GET. Recorded as a drop, not asserted.


The export endpoint's response headers also differ subtly from `/search`'s: both carry the same Akamai `akaalb_usitc_hts` sticky-session cookie and `server-timing` breakdown (`cdn-cache`/`edge`/`origin` durations), but the CSV response's `Content-Type` is plain `application/json` on the 400 errors and shifts to an unlabeled text stream only once the exact `format=CSV&styles=true` pair succeeds — there is no intermediate state where the server reports *which* parameter was wrong. Every error response (400 and 404 alike) is wrapped in the same generic Spring Boot error envelope (`timestamp`/`status`/`error`/`path`), so `/search`'s rich JSON and `/exportList`'s bare error cannot be told apart by shape alone — only by the `path` field.

How observed: 2026-10-05T10:57:52Z–10:58:08Z, `curl -D - -A "pwx-scout/1.0" --max-filesize 20000000 -m 30` (GET only).
