## FMCSA SAFER — Company Snapshot (HTML-only)

**Carrier used:** USDOT 125550 — **Atlas Van Lines Inc**, a large national household-goods
carrier (its own public snapshot lists 2,731 power units and 2,351 drivers), not a small
business or owner-operator.

**Probe 1** `GET https://safer.fmcsa.dot.gov/query.asp?searchtype=ANY&query_type=queryCarrierSnapshot&query_param=USDOT&query_string=125550`
— `200`, `Content-Type: text/html`, `Content-Length: 46295`. `Server: Microsoft-IIS/10.0`. The
body is a legacy `<FONT>`/`<TABLE>`-tag HTML page (Legal Name: ATLAS VAN LINES INC, Power Units
2,731, Drivers 2,351).

**Probe 2** same URL with `-H "Accept: application/json"` — still `200`, still
`Content-Type: text/html`, still exactly 46,295 bytes. The server ignores `Accept` entirely;
there is no JSON or XML representation of a Company Snapshot, confirming the brief's "HTML-only"
hypothesis as an observed fact rather than a guess.

**Probe 3 (not-found shape)** a bad/unused USDOT (e.g. 70260, note SAFER silently drops a leading
zero from `070260`) returns `200`, `Content-Length: 3985`, title `SAFER Web - Company Snapshot
RECORD NOT FOUND`, body text `No records matching USDOT Number = 70260 were found in the SAFER
database.` — another 200-on-not-found HTML page, same pattern as the real snapshot: status code
alone never tells you whether the lookup succeeded. Note also that the not-found page silently
strips the leading zero from the query (`070260` is echoed back as `70260`), so a client that
zero-pads USDOT numbers to a fixed width should not assume the server round-trips that padding.

The real snapshot's `Set-Cookie: AWSALB=…`/`AWSALBCORS=…` pair (7-day expiry) is set fresh on
every request including repeated lookups of the same DOT number — ordinary AWS Application Load
Balancer stickiness, not a session or rate-limit token; no `Set-Cookie` value needs to be
retained between calls for this endpoint to keep working. `Cache-Control: private` on the
successful snapshot means an intermediate cache should not store a carrier's safety data, even
though it is public information reachable with no authentication at all.

How observed: 2026-10-05T10:56:18Z–10:56:46Z, `curl -D - -A "pwx-scout/1.0" --max-filesize 20000000 -m 30` (GET only).
