EPSG registry API (apps.epsg.org/api/v1): standard offset paging up to pageSize=2000-3000, but pageSize=5000 silently returns fewer rows than TotalResults implies and pageSize=10000 returns zero

## Probes

## Observed
All HTTP 200, fully keyless, `server: cloudflare`. Single-CRS lookup (`/CoordRefSystem/4326/`)
returns full usage/area/coordinate-system cross-reference objects inline. List endpoint
envelope: `{Results, Count, Page, PageSize, TotalResults, Links}` — `TotalResults: 7379`
(stable across every page size tried, same minute). Observed `Count`/returned-row relationship
by requested `pageSize`, all within the same ~30-second window:
| requested pageSize | Count field | rows actually returned |
|---|---|---|
| 5 | 5 | 5 |
| 1000 | 1000 | 1000 |
| 2000 | 2000 | 2000 |
| 3000 | 3000 | 3000 |
| 5000 | 2379 | 2379 |
| 10000 | 0 | 0 |
`Count` always matches the actual row count returned (it is not simply an echo of the
request), but the server stops honoring the requested `pageSize` somewhere between 3000 and
5000, and the degradation is not a clean clamp to one fixed ceiling — 5000 yields 2379 rows
(not e.g. a round 4000/5000-cap value), and 10000 yields zero rather than an error or the same
reduced count.
## Conclusion
A client paging with a large `pageSize` to minimize request count cannot assume either "my
pageSize is honored" or "an oversized pageSize is clamped to a fixed cap" — this registry's
behavior past ~3000 is non-monotonic (fewer requested can mean more returned), and asking for
10000 silently yields an empty page rather than any 4xx signal that the value was rejected.
Recorded exactly as observed; the underlying server-side limit was not independently
documented anywhere this probe checked.

Something wrong with this record?
A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
