NOAA NGS NCAT coordinate-conversion API: malformed input is HTTP 200 with an `{"error":...}` body on one route, and a partially-failed conversion on another embeds the literal string `"NaN"` alongside `"N/A"` placeholders

## Probes
```
GET https://geodesy.noaa.gov/api/ncat/llh?lat=40.7&lon=-74.0&elev=10&units=us
GET https://geodesy.noaa.gov/api/ncat/xyz?x=1000000&y=-4000000&z=4000000
```
## Observed
Both **HTTP/1.1 200 200** (same repeated-status-as-reason-phrase quirk as the NGS datasheet
endpoint above), `content-type: application/json`, `set-cookie: SERVERID=...Expires=...1970`
(an immediately-expiring session cookie on every call).
- `llh` route with the params above (missing a required datum/direction parameter this probe
didn't supply correctly): body is `{"error": "Incomplete or malformed request"}` — HTTP 200.
- `xyz` route: body is a full ~50-field JSON object (`srcLat`, `destLat`, `spcZone`,
`utmZone`, …) with most target fields `"N/A"` (string, not null) because no destination
datum was given, **and** `"srcLat": "NaN"`, `"srcLatDms": "N000000.00000"` — the literal
string `"NaN"` embedded as a JSON string value (valid JSON — a quoted string — not the bare
token `NaN`, which would be invalid), because the endpoint received `y`/`z` without the
matching coordinate-system context it expected and could not derive a latitude at all.
`utmZone` still resolved to `"UTM Zone 18"` and `usng` to a zero-padded grid string from the
longitude alone.
Both responses also carry the same triple-duplicated `X-Frame-Options: SAMEORIGIN,
SAMEORIGIN, SAMEORIGIN` header seen on the sibling NGS datasheet endpoint in this lane — one
more sign the three NOAA geodesy tools in this cluster (datasheet, NCAT, VDatum) sit behind
one shared legacy frontend layer.
## Conclusion
NCAT never returns a 4xx for bad geodetic input observed here — both an outright malformed
request and a partially-unresolvable one return HTTP 200, differing only in body shape (a
single `error` key vs. a full field set polluted with `"N/A"`/`"NaN"` string placeholders). A
client must inspect individual field values, not the HTTP status or the mere presence of a
response body, to detect a failed conversion.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
