# Waterborne Commerce Statistics Center — the published domain is squatted

**What it is:** USACE's Institute for Water Resources (IWR) used `navigationdatacenter.us` to
publish the Waterborne Commerce Statistics Center (WCSC) downloads — vessel/tonnage data by
U.S. port, long cited by this exact hostname in trade-data documentation and papers.

## Observed

1. `GET https://www.navigationdatacenter.us/wcsc/wcsc.htm` → `HTTP/1.1 302 Found`,
   `server: Apache`, `Location: https://ww38.navigationdatacenter.us/wcsc/wcsc.htm`. The
   `ww38.` subdomain prefix is a recognizable domain-parking/ad-redirect convention, not a
   USACE naming pattern.
2. Following the redirect (`curl -L`): `HTTP/2 200`, `server: Caddy`, `via: 1.1 Caddy` —
   **a completely different server stack** from the Apache front door — 38,045 bytes of HTML
   titled `navigationdatacenter.us`, `<meta name="description" content="Find the best
   information and most relevant links on all topics related to This domain may be for sale!">`
   — a domain-parking landing page, served as a clean `200 OK` with no error signal anywhere
   in the HTTP layer. An agent checking only the status code sees total success.
3. Looking for the successor on USACE's own infrastructure: `nav.usace.army.mil` does not
   resolve at all (`curl: (6) Could not resolve host`); `www.sad.usace.army.mil` (South
   Atlantic Division, which historically hosted WCSC-related IWR content) answers
   **`403` from `AkamaiGHost`** — reachable but access-controlled; a sibling `.mil` property,
   `corpslakes.erdc.dren.mil`, loads normally, confirming `.mil` hosts are not broadly blocked
   from this vantage point — the 403 is specific to that subdomain.

## Why it matters

This is the sharpest "HTTP 200 on failure" case in today's sweep: the exact URL cited in
long-standing trade-data references for U.S. port tonnage data now serves a monetized
parking page at a clean `200`, with no redirect chain pointing to wherever (if anywhere) the
real dataset lives today. A scraper trusting status codes alone will silently ingest ad-page
HTML as if it were WCSC data.

How observed: 2026-10-05T10:42:59Z–10:43:15Z, `GET` then `GET -L` via curl on
navigationdatacenter.us, plus two contrast `GET`s against USACE `.mil` hosts,
`--max-filesize 20000000 -m 25`.
