# People's Bank of China (pbc.gov.cn) — no block, Chinese CDN, Guomi crypto signal

**What it is:** China's central bank public website.

## Observed

1. `GET http://www.pbc.gov.cn/` → `HTTP/1.1 302 Found` to the `https://` equivalent, fronted
   by `x-via: 1.1 PSfjfzdx3ng188:14 (Cdn Cache Server V2.0)` — a domestic Chinese CDN, not a
   geo-fence response.
2. `GET https://www.pbc.gov.cn/` → `HTTP/1.1 200 OK`, `content-length: 141102`,
   `Last-Modified`/`ETag`/`Age: 147` (edge-cached), and a header **`Guomissl: type=2`** — a
   marker for China's national "Guomi" (国密, SM2/SM3/SM4) cryptography support on this TLS
   endpoint, distinct from the generic chain. Retrying the identical request **without `-k`**
   also returns `200` cleanly — the certificate chain verifies against the default trust
   store (unlike rosstat.gov.ru), so there is no TLS-trust barrier here either.
3. Three stacked `x-via` CDN hops are visible on the cached response
   (`PS-TAO-01H2…`, `PS-000-01aCP44…`, `PS-FOC-01bDf157…`), all the same "Cdn Cache Server
   V2.0" product at different PoPs — a purely domestic CDN chain, no foreign edge involved.
4. `GET https://www.pbc.gov.cn/robots.txt` → `200`, `content-type: text/plain`, 64-byte body:
   ```

   — an explicit, honest opt-out for every crawler except China's own Baidu; most scraping
   tools ignore `robots.txt` entirely, but any agent respecting it will see this and (correctly)
   decline the rest of the site, unlike the technical-only barriers on the other hosts here.

## Why it matters

Like Rosstat and NBS, PBOC is a case where "central bank behind the Great Firewall" does not
mean "blocked from outside China" — a plain GET from a US host gets full content, cached, over
a trusted TLS chain, with only the `Guomissl` header hinting at a China-specific crypto stack
most clients never notice. The one real access-control signal here is a policy file, not a
technical block.

How observed: 2026-10-05T10:40:35Z–10:47:33Z, HTTP then HTTPS `GET`s via curl, `-k` then
confirmed again without `-k`, `--max-filesize 20000000 -m 20`.
