This looks\n   like a geo-block or TLS-level reset at first glance — it is neither.\n2. Re-running with `-k` (skip verification only, same TCP/TLS path, same server) returns a\n   clean `HTTP/1.1 200 OK` from `nginx`, full HTML (PHP/7.3.33 backend, `X-Powered-By`), a\n   session cookie, and a Permissions-Policy header — i.e. the site serves normally; nothing\n   about the network path blocks a US client.\n3. `curl -v -k` shows why verification fails: the leaf cert's **issuer is `CN=Russian Trusted\n   Sub CA, O=The Ministry of Digital Development and Communications, C=RU`** — the Russian\n   government's own CA, stood up after 2022 when several foreign CAs stopped issuing/renewing\n   certs for sanctioned Russian domains. That root is not in macOS/curl's default trust store,\n   so **every unmodified client refuses the connection by default**, with a generic error that\n   is easy to misdiagnose as a block or outage.\n4. Subject on the leaf: `CN=*.rosstat.gov.ru; O=Федеральная служба государственной статистики;\n   C=RU` — a real, current wildcard cert, properly matching the host; the problem is purely\n   chain-of-trust, not expiry or hostname mismatch.\n\n## Why it matters\n\nAn agent that treats a TLS verify failure on a `.gov.ru` (or `.ru`) host as \"blocked, give up\"\nwill silently skip content that is fully public and reachable.
