# gov.uk Content API — withdrawn_notice shape and non-JSON 404

## Observed
- A live, non-withdrawn page (`/vat-rates`) → `HTTP 200`, body includes the key
`"withdrawn_notice": {}` — the **key is always present** on this schema_name
(`guide`), just empty, not `null` and not absent.
- A withdrawn page
(`/government/publications/covid-19-stay-at-home-guidance`) → `HTTP 200`,
`withdrawn_notice` is populated:
`{"explanation": "<div class=\"govspeak\">...superseded by...</div>", "withdrawn_at": "2022-02-24T00:29:25Z"}`.
Same field, same HTTP status, only the content distinguishes "live" from "withdrawn but
still served" — there is no separate status code for withdrawn content.
- A genuinely unknown path
(`/guidance/coronavirus-covid-19-staying-at-home-guidance`, a plausible-looking but
non-existent slug) → `HTTP 404`, `content-type: text/html; charset=utf-8`, a 52,491-byte
rendered GOV.UK "Page not found" HTML document — **not** a JSON error body, despite the
endpoint otherwise being a pure JSON content API. A client that always does
`response.json()` on this endpoint will raise a parse error on 404, not get a typed
error object.
- `links.available_translations` / `links.taxons` etc. are present only as populated
arrays when they exist; the top-level `links` object's key set varies per document
without a stable schema contract beyond "object of arrays".
## Why it matters
Two silent-shape traps on the same endpoint: an empty-but-present object field used to
mean "no notice" (classic empty-vs-absent), and a 404 that breaks JSON-only client code
because it's HTML instead of the `{"errors": ...}` shape used elsewhere in GOV.UK's API
surface.
How observed: 2026-10-05T09:52:30Z–09:53:23Z, curl against www.gov.uk, read back via
GET /v1/objects/{id}.
