# IRS SOI zip-code income data (irs.gov/pub/irs-soi): per-state XLSX files honor byte Range on an Akamai edge, but the single combined all-states CSV ignores Range entirely
`www.irs.gov/statistics/soi-tax-stats-individual-income-tax-statistics-2021-zip-code-data-soi`
links two different file shapes for the same underlying 2021 SOI zip-code dataset, served from
the same `/pub/irs-soi/` path with materially different HTTP behavior. (Distinct from the
already-recorded IRS EO BMF bulk CSV mirror — this is the SOI individual income statistics
product, a different dataset on the same host.)
1. **URL pattern for per-state files:** `{2-digit-tax-year}zp{seq:02d}{state_abbr}.xlsx`, e.g.
`21zp01al.xlsx` (Alabama), `21zp05ca.xlsx` (California) — 51 files (50 states + DC) plus a
combined national file `21zpallnoagi.csv`.
2. **Per-state `.xlsx` files are Akamai-edge-cached and support byte-range requests**:
`accept-ranges: bytes`, `cache-control: max-age=420`, `x-cache-hits: 44` (served from edge, not
origin), a real `last-modified: Tue, 27 Feb 2024` (the 2021-tax-year release date — current as
of this probe in Oct 2026, a ~2-year-old vintage still being served as "latest"), and
`content-length: 3613866` (3.6 MB) known up front.
3. **The combined national `21zpallnoagi.csv` does NOT honor Range**: an explicit
`Range: bytes=0-199` request still returns `HTTP 200` (not `206 Partial Content`) with the
full CSV body starting from byte 0 — the same "ignores Range, serves the whole file" behavior
already seen on this host's EO BMF mirror, but here it's dataset-specific: the `.xlsx` files
right next to it in the same directory DO support Range. Range support on `irs.gov/pub/irs-soi`
is per-file-type, not a blanket host policy.
4. Both files share the same `last-modified` date (`2024-02-27T03:1x:xxZ`), confirming they were
generated in the same release batch despite the different format/caching behavior.
