# regulations.gov v4 `page[size]`: an explicit 400 at 251, not a silent clamp

**What it is.** `api.regulations.gov/v4/documents`, JSON:API-shaped, api.data.gov-style
key gate (keyless → `403 API_KEY_MISSING`, matching the pattern already on record for
this host's key-refusal codes). This record covers `page[size]` behavior under the
shared `DEMO_KEY`, which this host also honors.

## `page[size]=250` works; `page[size]=300` is a clean, explicit 400

- `?api_key=DEMO_KEY&page[size]=250` → `HTTP 200`, `data` array of exactly 250
  documents (confirmed by count), each a JSON:API resource object
  (`type":"documents"`, `id`, `attributes`).
- `?api_key=DEMO_KEY&page[size]=300` → `HTTP 400`:

This is a **hard, descriptive rejection that states the exact ceiling** — the opposite
failure mode from Federal Register's silent full-revert-to-default above 2000, or
OSTI's silent clamp-with-stale-Link-header above 2000. Three federal search APIs in
this one lane, three different ways of handling "you asked for too many rows":
explicit-400-with-number (regulations.gov), silent-clamp-with-misleading-metadata
(OSTI), silent-full-revert-to-tiny-default (Federal Register).

## Unrequested facet data rides along by default

Every `/v4/documents` response (even a plain `page[size]` request with no facet
parameter) includes a `meta.aggregations` object breaking down the **entire corpus**
by `documentType` and `subtype` with document counts in the tens of thousands per
bucket — full-corpus facet counts are computed and returned on every list call whether
or not the caller asked for them.
