Guessing a REST path, `GET https://mapping.ncua.gov/api/\nCreditUnion/GetCreditUnions` — **200**, `text/html`, **63,657 bytes,\nbyte-identical** to the root page (confirmed via `diff`). A second,\ndeliberately nonsensical path, `GET https://mapping.ncua.gov/this/path/\ndoes/not/exist/zzz123` — **also 200, also byte-identical** (same\n`etag`). Sanity check against a real static asset named in that HTML,\n`GET https://mapping.ncua.gov/polyfills-PJGX3BAA.js` — **200**,\n`text/javascript`, legitimately distinct from the SPA-shell response —\nconfirms this is a standard SPA history-API fallback (serve `index.html`\nfor any non-asset path so the client router can take over), not a broken\nserver serving one page for everything.
