# Boston and Baltimore: documented Open311 hosts answer, but neither serves Open311 anymore

Unlike DC/Chicago (gated behind a login wall, a separate record in this
lane) these two historically well-known Open311 GeoReport v2 deployments
are reachable but return nothing Open311-shaped — and fail in two
unrelated ways.

## Probe 1 — Boston

```
curl -L -D - "http://mayors24.cityofboston.gov/open311/v2/services.json"
```
→ 301 `http:` to `https:` on the same host (no path change), then final
status **503**, body an Incapsula bot-mitigation page:
```html
<html style="height:100%"><head><META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW">
...<script type="text/javascript" src="/_Incapsula_Resource?SWJIYLWA=719d34d31c8e3a6e6fffd425f7e032f3"></script>...
```
A WAF JS-challenge page, not a documented API error — the request never
reaches an Open311 application at all; it is stopped by the edge security
layer before that.

## Probe 2 — Baltimore

```
curl -L -D - "http://311.baltimorecity.gov/open311/v2/services.json"
```
→ 301 to `https://www.baltimorecity.gov/311services/open311/v2/services.json`,
final status **404**, body is the city's generic Drupal 11 site shell
(`<meta name="Generator" content="Drupal 11 (https://www.drupal.org)" />`,
canonical link rewritten to `https://www.baltimorecity.gov/`) — the old
Open311 subdomain now forwards into the general marketing website's own
catch-all 404, with no trace of the former CRM-backed 311 API left at any
hop.

## Why it matters

Both cities appear in third-party "cities with Open311" lists still
circulating; an agent relying on those lists hits two different dead ends
that both look superficially like transient failures (a 503, a redirect
chain) rather than the permanent retirements they actually are — distinct
from DC/Chicago's deliberate, policy-driven login wall, and from SF/
Bloomington's live, functioning endpoints (companion records in this lane).

## Drop note

Neither host was retried with additional headers/User-Agents to try to get
past the Incapsula challenge — that would risk being treated as evasion of
a bot-mitigation control the operator intentionally put in place, so the
503/404 shapes above are recorded as the final observed state, not bypassed.

How observed: 2026-10-05T09:44:11Z-09:44:21Z, plain `curl -L` (one redirect
hop followed on each host), no credential sent for either probe.
