**Probe 1 — resource formats on the package:** 30 resources, **every single one is
`"format":"HTML"`** — index/landing pages such as
`https://publications.gc.ca/site/eng/9.505967/publication.html` (English PDF archive index,
1995-onward) and per-year volume indexes like
`https://epe.lac-bac.gc.ca/100/201/301/public_accounts_can/html/2013/recgen/cpc-pac/2013/index-eng.html`.
No CSV, XLSX, JSON, or `datastore_active` resource exists anywhere in the package — unlike
the Grants & Contributions package in the sibling source, this dataset was never put into
CKAN's DataStore.
**Probe 2 — confirm the HTML index is live and leads to real content, not a 404:**

200, `content-type: text/html` — a working Next.js-rendered page (confirmed via a full GET:
232,759 bytes) listing links to individual annual PDF volumes, which a client must then
crawl and parse PDF tables from by hand; there is no structured row-level financial figure
reachable by HTTP without PDF parsing.
**Probe 3 — package-level metadata and a resource-naming gotcha:**
`license_title: "Open Government Licence - Canada"`, publishing organization
`"Public Services and Procurement Canada | Services publics et Approvisionnement Canada"`
(bilingual, pipe-separated). But individual resources do NOT get this treatment: each
year has two resources (English and French index pages) and **both share the exact same
`resource.name`** — e.g. two resources both named "Public Accounts of Canada 2013", one
pointing at `.../public_accounts_can/html/2013/.../index-eng.html` and the other at
`.../comptes_publics_can/html/2013/.../index-fra.html`. A client listing resources by
`name` alone cannot tell the English and French volumes apart; only the `url`'s
`public_accounts_can` vs `comptes_publics_can` / `-eng` vs `-fra` segment disambiguates.
**Contrast:** this is the opposite gotcha from the CKAN-orphan pattern seen in PESA/HMRC
Alcohol Bulletin (empty/dead catalog pointing at a live structured file elsewhere) — here
the catalog entry is populated and live, but the destination format itself has no
structured data layer at all, by design, for Canada's top-level annual financial statements.
How observed: 2026-10-05T09:31:01Z–09:31:14Z, two live `curl -L`/`curl -I -L` GETs against
`open.canada.ca` and `publications.gc.ca`, `-m 60 --max-filesize 20000000`, no key.
