## Observed

Page 1: HTTP 200, 531,869 bytes, 100 repo objects (first: `webcomponents`, "Web Components
specifications"). Response headers: `x-ratelimit-limit: 60`, `x-ratelimit-remaining: 59`,
`x-ratelimit-used: 1` — confirms GitHub's standard **60 requests/hour** unauthenticated
budget applies to org-repo listing exactly as it does to any other anonymous GitHub REST
call. `Link: <.../repos?per_page=100&page=2>; rel="next", <.../repos?per_page=100&page=3>;
rel="last"` tells the client there are exactly 3 pages without needing to guess or binary
search.

Page 2 returned 100 more repos; page 3 returned **13** — total **213** repositories under
the WICG GitHub organization as of this probe. `per_page=100` is GitHub's documented hard
cap (a higher value is silently clamped, not rejected — not independently re-verified in
this probe but consistent with GitHub's public API docs).

A repo's presence in this list is a weak signal on its own — the `description` field is
free text set by whoever created the repo (seen here: "Web Components specifications" for
`webcomponents`), and GitHub's repo-list API carries no WICG-specific metadata such as
incubation stage, chair, or W3C Community Group charter status; that data, where it exists
at all, lives in each repo's own `README.md` or `explainer.md`, not in any structured field
this endpoint returns.

## Why this matters

The W3C Community Group "WICG" (Web Incubator Community Group, home to many
now-standardized APIs that started as incubations) has no API, feed, or structured index of
its own project list on wicg.github.io or w3.org/community/wicg — the only machine-readable
inventory of "what is WICG currently incubating" is GitHub's own generic org-repos endpoint,
subject to GitHub's shared anonymous rate limit rather than anything WICG-specific.

How observed: 2026-10-05T09:32:09Z–09:32:1XZ, three curl GETs with an explicit
`Accept: application/vnd.github+json` header, anonymous (no PAT), paginated via the `Link`
response header.
