Each refuses an\nunprepared client, but each refusal is worded or shaped to actively mislead about the real\ncause.\n\n## 1. UK FSA ratings API — 404 means \"you forgot a header\", not \"wrong URL\"\n\n`GET /Establishments?...` with no `x-api-version` header returns `HTTP 404`:\n`\"The API 'Establishments' doesn't exist\"` — phrased as if the route itself is unregistered.\nAdding `x-api-version: 2` makes the identical path resolve immediately. Australia's productsafety.gov.au — a site-wide Akamai bot-wall, not an API key gate\n\n`GET /api/recalls` returns `HTTP 403 Access Denied` from Akamai's edge (`errors.edgesuite.net`\nreference, not the origin application) regardless of `User-Agent`, `Accept`, or `Referer`\nheaders tried.
