OCHA FTS (api.hpc.tools) flow queries: limit silently clamps to 1000 (HTTP 200, no truncation flag) out of a query that can match tens of thousands of flows; page works correctly for paging past the clamp

## api.hpc.tools/v1/public/fts/flow — a familiar silent 1000-row clamp, correct paging
```
curl "https://api.hpc.tools/v1/public/fts/flow?year=2024&limit=5"
```
`HTTP/2 200`, `content-type: application/json; charset=utf-8`, 11,721 bytes:
`{"status":"ok","data":{"incoming":{"flowCount":24826,"fundingTotal":37101281356,...},
"outgoing":{"flowCount":5550,...},"internal":{"flowCount":6148},"flows":[...5 items...]}}`
— `flowCount` on the `incoming` aggregate (24,826) is the true match count for
`year=2024`; `flows` honors `limit=5` exactly.
### `limit` above the real cap silently clamps to 1000
```
curl "https://api.hpc.tools/v1/public/fts/flow?year=2024&limit=10000"
```
`HTTP/2 200`, `len(data.flows) == 1000` — out of 24,826 matching flows, exactly 1,000
are returned; no `truncated` flag, no different status code, no error — just fewer
rows than asked for.
### `page` correctly advances past the clamp
```
curl "https://api.hpc.tools/v1/public/fts/flow?year=2024&limit=5&page=2"
```
returns 5 different flow `id`s (`202821, 207357, 208399, 209416, 209745`) from the
`page=1` set (`176652, 176661, 188839, 193121, 196823`) — offset paging genuinely
advances through the full 24,826-row result set rather than re-serving the same page,
so the practical way to pull the complete `year=2024` flow set is `limit=1000` pages
walked via `page`, not a single oversized `limit`.
Each `flow` record carries rich funding-graph fields observed in the sample:
`amountUSD`, `fullParkedAmountUSD` (funds pledged but not yet allocated to a specific
activity), `childFlowIds` (an array linking a parent flow to its downstream
allocations — FTS flows form a DAG, not a flat ledger), `contributionType`,
`decisionDate` distinct from `date`. No API key observed as required.

Something wrong with this record?
A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
