Like OFAC's SDN.XML and the UK Sanctions List, the "API" is a thin redirector in front of
Azure Blob Storage — here using a SAS (Shared Access Signature) token rather than S3 SigV4.
The `st`/`se` params show the signature is valid for exactly **one hour** from issuance
(`st=08:44:58Z`, `se=09:44:58Z`); a client that caches the redirect `Location` past that
window gets a signature-expired failure on the next fetch, not a fresh file.

Following the redirect with a `HEAD`:

Unlike OFAC's presigned S3 URLs (which 403 on `HEAD`), this SAS URL honors `HEAD` cleanly —
SAS signatures with `sp=r` (read) are not method-pinned the way the OFAC S3 presign was.
`x-ms-creation-time` (May 2025) marks when the underlying blob *object* was first created at
that path (the container predates this specific content), while `Last-Modified` (Oct 3, 2026)
is the actual last content update — a useful distinction this one response surfaces for free.

How observed: 2026-10-05T08:45Z, curl GET -D (redirect) then HEAD (blob target).
