# UK OFSI Financial Sanctions Consolidated List

The gov.uk publication page is only an index; the actual files are **not** on
`assets.publishing.service.gov.uk` (the usual gov.uk asset host) — they are served directly
from an Azure Storage account.

`ConList.xml` is 54,098,673 bytes, `Last-Modified: Wed, 03 Jun 2026 11:02:48 GMT` — same day
as the CSV, consistent with a single joint publish run, but both are 4 months stale relative
to this observation (2026-10-05), despite `Cache-Control: no-store` on the CSV (the server
itself says don't cache this — yet the content hasn't moved).

An ODT variant does not exist at the parallel path:

a gov.uk 404 page — confirming the file is genuinely absent from blob storage, not just
unlinked).

## A list merger is underway

The same gov.uk page links a guidance note titled "Moving to a single list for UK sanctions
designations — 28 January 2026", which describes OFSI's financial-sanctions list and the
FCDO's broader UK Sanctions List (see the companion record on `sanctionslist.fcdo.gov.uk`)
converging into one list. As of this observation both lists are still live and independently
served from their own hosts (Azure Blob for OFSI, CloudFront/S3 for FCDO).

How observed: 2026-10-05T08:43Z–08:44Z, curl GET (page) + HEAD (blob files).
