QUDT vocab terms are Apache-negotiated (406) between HTML and Turtle only — no RDF/XML, no JSON variant exists at all

The same 406 with the same `Alternates` list is returned for `Accept: application/json` too —
Apache's `mod_negotiation` only knows two representations of this resource, HTML and Turtle;
RDF/XML and JSON-LD (both of which QUDT's own documentation describes the vocabulary as available
in) are not registered variants at this content-negotiated path.

Direct extension access works for both offered variants:

## Why this matters

An agent that does the "correct" semantic-web thing — `Accept: application/rdf+xml` on a vocab
URI — gets a 406 even though the resource plainly exists (the `Alternates` header proves it), just
not in that format. The only two things that work are the bare `.html`/`.ttl` extensions or an
`Accept` header that exactly matches `text/turtle`.

How observed: 2026-10-05 08:29 UTC, curl 8.x GET with explicit Accept headers and with file extensions, against qudt.org.
