The documented CKAN-style API path and a totally unrelated, nonsense path
return **the exact same response** — same status, same
`Content-Type: text/html`, same `Last-Modified`, same byte count:

This is a single-page-app catch-all serving its static `index.html` for
every route at HTTP `200` — there is no distinguishable API response at
all from this host for any request shape tried; a crawler or script has
no signal that the "API" path it hit doesn't actually exist as a
registered backend route. The real API (if the portal has migrated one
to a different host) was not located in this probe.

**How observed:** 2026-10-05T08:05Z, curl 8, plain GET on two unrelated
paths, byte counts and headers compared directly, no auth.
