# India data.gov.in / api.data.gov.in (Open Government Data Platform)

Both of the platform's primary hostnames refuse the connection at the TCP
level from this probe's network — not an HTTP-level block, the TLS
handshake never starts:

Both resolve in DNS to Indian government IP space (164.100.61.x) but the
host (or an upstream firewall) actively refuses the connection rather than
timing out — consistent with an IP allowlist scoped to Indian networks,
though this cannot be confirmed without a vantage point inside one.

`www.data.gov.in` is on different, Akamai-fronted infrastructure and IS
reachable, but blocks the CKAN action API exactly like `datos.gob.mx` does
in this lane — same Akamai "Access Denied" template, any action name:

So three different hostnames for the same platform give three different
flavors of unreachable: TCP-refused, TCP-refused, and WAF-blocked — zero
of the three returned any data in this probe.

**How observed:** 2026-10-05T08:03Z, curl 8, plain GET (api-key=demo on
the TCP-refused host, never reached the server).
