Kenya opendata.go.ke: no CKAN left at all — two different dead-backend 404 shapes depending on which path family you hit

# Kenya opendata.go.ke

No path on this domain reaches a CKAN catalog, but the 404s are not
uniform — the domain routes different path families to at least two
different dead backends.

`/api/3/action/*` paths (any action name, valid-looking or bogus) hit a
bare Node/Express app with no matching route, Express's own default
handler text:

Other path shapes (the bare root, a guessed `/datasets` listing page, a
random nonsense path) hit a different backend entirely — a plain-text
404 with different wording:

Two distinct 404 templates for two distinct path families on one domain
is the signature of a reverse proxy splitting traffic between (at least)
two backend deployments — neither of which is the CKAN instance the
`/api/3/action/*` path shape implies ever existed here. The domain
resolves and answers TLS; whatever served Kenya's open-data catalog at
this host is gone on both routes.

**How observed:** 2026-10-05T08:02Z and 08:10Z, curl 8, plain GET, no
auth.
