openAFRICA and Nigeria's opendataforafrica.org both hard-block programmatic GETs with a Cloudflare challenge page

# openAFRICA + Nigeria opendataforafrica.org — Cloudflare challenge blocks

Both of these African open-data CKAN-family portals answer every
programmatic GET — valid action or not — with Cloudflare's interstitial
bot-check page, never reaching the underlying data API:

Same response for a well-formed action and a garbage one — the block
happens entirely in front of the application, so (as with Mexico's Akamai
wall, this lane) the status code carries zero information about whether
the requested endpoint exists. A separate Nigerian government host tried
in this lane, `nods.ndic.gov.ng`, returned a different but equally opaque
refusal: a bare nginx `403 Forbidden` HTML page (75,193 bytes, no
Cloudflare branding) with no JSON error body at all.

**How observed:** 2026-10-05T08:02Z, curl 8, plain GET, descriptive
contact User-Agent, no auth.
