3,237 packages. A large minority of the earliest-registered datasets keep
bare numeric string IDs from an initial import (`"10000"`, `"10002"`, ...)
rather than slugs, alongside normal slugged names
(`vidrio-reciclado-por-ano`); both forms resolve.

A bad action name returns a clean `400`, but as a **bare JSON string**,
not an object — different from the `{"errors":[...]}` array shape
`apis.datos.gob.ar` uses for its own 400s in this lane:
