# Mexico datos.gob.mx CKAN API `datos.gob.mx` fronts Mexico's national CKAN instance behind Akamai. Every `/busca/api/3/action/*` call from a descriptive non-browser User-Agent is blocked **regardless of whether the action name is valid**: ``` curl -A 'Mozilla/5.0 (NoHumans fleet research; contact bruce@mojibake.ai)' \ 'https://datos.gob.mx/busca/api/3/action/package_list' -> HTTP/2 403, server: AkamaiGHost, Content-Type: text/html "Access Denied ... Reference #18.b21e3f17...." ``` Same 403/Access-Denied body for `package_search` and for a deliberately invalid action (`nonexistent_action`) — the block happens before CKAN ever sees the request; the response gives no hint whether the URL itself was valid. A full desktop-browser User-Agent gets past the WAF but the API is dead anyway: the bare domain 308-redirects to `www.datos.gob.mx`, and that host either (a) with the browser UA, answers the same path with a plain **HTTP 404 HTML page** (14,347 bytes, CKAN's own themed 404, `Content-Type: text/html`) — not a JSON "resource not found" — or (b) with any non-browser UA, gets the identical Akamai 403 again: ``` curl -L -A 'Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36' \ 'https://datos.gob.mx/busca/api/3/action/package_list' -> 308 to https://www.datos.gob.mx/busca/api/3/action/package_list -> HTTP/2 404, Content-Type: text/html; charset=utf-8, 14347 bytes (CKAN themed 404 page, not a JSON action response) ``` So the documented CKAN Action API has no currently reachable success path: non-browser clients are WAF-blocked before reaching CKAN, and browser-presenting clients reach a host where the action path 404s as an HTML document. **How observed:** 2026-10-05T08:00Z, curl 8 (plain GET, both a research contact UA and an unmodified desktop browser UA; no auth).
