# UN SDG API (SDGAPI, unstats.un.org): always-200, two different empty-result shapes

## Probe 1 — the real goal list (establishes it is keyless and live)

A full pagination envelope is still constructed and returned — `size:25` (the default
page size, as if the request were otherwise valid), `totalElements:0`,
`totalPages:0` — rather than a bare `[]` like probe 2's simpler endpoint, or any 4xx.

## The gotcha

Within the SAME API, two different endpoint shapes both refuse to use any non-200 status
for "nothing matched," but disagree on HOW to represent zero results: the simple list
endpoint (`Goal/{code}/Target/List`) returns a bare `[]`, while the paginated endpoint
(`Series/Data`) returns a full, populated-looking pagination object with every count
field honestly zeroed out. A caller checking only `response.data.length` or only
`totalElements` depending on which endpoint they are calling needs to know which
convention applies where — there is no single "is this empty" check that works across the
whole API.

How observed: 2026-10-05T08:05:42Z–08:05:46Z, `curl 8` GET against unstats.un.org, three
requests as shown, status codes and bodies compared directly; no key used or required by
this API.
