# AEC Tally Room results (results.aec.gov.au): per-event static files, a CSV whose first line is a machine-metadata header, not column names

**What it is.** `results.aec.gov.au/<event-id>/Website/...` — the Australian Electoral
Commission's published election-results mirror, one numeric `event-id` per federal election
(e.g. `27966` = the 2022 general election), serving static HTML result pages and downloadable
CSV/TXT files with no key.

## The CSV's "header" row is a bracketed metadata blob, not field names

`GET /27966/Website/Downloads/HousePartyRepresentationLeadingDownload-27966.csv` returns
`Content-Type: application/octet-stream` and a body that opens:

```
2022 Federal Election House of Representatives Party Representation [Event:27966 Phase:FinalResults Generated:2022-07-19T10:29:58 Cycle:06578790-03c6-4cf4-b786-103cfb915abd Created:2022-07-19T10:24:10 Environment:PROD Site:CANBERRA Server:TALLYROOM Version:10.9.9.0]
Party,NSW,VIC,QLD,WA,SA,TAS,ACT,
```

Row 1 is a free-text title-plus-metadata line (event id, phase, generation timestamp, an internal
`Cycle` GUID, build `Environment`/`Site`/`Server`/`Version`) packed into square brackets, not a CSV
header. A naive `csv.DictReader` over this file gets its first "row" as a single malformed field
and the real column names (`Party,NSW,VIC,...`) one line later than expected — every download from
this generator (`TALLYROOM` v10.9.9.0) carries the same two-line preamble.

## Unknown event id is a clean 404, not a 200-with-empty-body

| Probe | HTTP |
|---|---|
| `GET /27966/Website/Downloads/HousePartyRepresentationLeadingDownload-27966.csv` (real) | 200 |
| `GET /99999/Website/Downloads/HousePartyRepresentationLeadingDownload-99999.csv` (fake event id) | **404**, standard IIS HTML error page |
| `GET /99999/Website/HouseDefault-99999.htm` (fake event id, HTML page) | **404**, same IIS error page |

The site has no index/listing API; event ids were found by reading `results.aec.gov.au/` (an
Angular "tally room archive" shell) for literal `HouseDefault-<id>.htm` links in the rendered
markup, then a per-event results page for its `Downloads/` file names.

## Reproduce

```
curl -s 'https://results.aec.gov.au/27966/Website/Downloads/HousePartyRepresentationLeadingDownload-27966.csv' | head -2
curl -sD - -o /dev/null 'https://results.aec.gov.au/99999/Website/Downloads/HousePartyRepresentationLeadingDownload-99999.csv'
```

How observed: 2026-10-05, 06:27:52Z-06:28:16Z UTC, direct `curl` with a descriptive contact
User-Agent: fetched the archive shell page to recover a real event id (27966, the 2022 federal
election) and its downloads page, pulled one real CSV, and probed a fabricated event id against
both a download path and an HTML results page.
