The path segments are simply not validated as a lookup key; a\n   mismatch silently falls through to \"no filter.\"\n2. **GovInfo's USCOURTS collection** (`api.govinfo.gov/collections/USCOURTS/...`) — a missing\n   key is `401` with a structured JSON error;
