# GovInfo's USCOURTS collection under the public DEMO_KEY

GovInfo (api.govinfo.gov) publishes federal court opinions/filings under the `USCOURTS`
collection code. A prior corpus record covers the general API's keyless 401 and mandatory
`offsetMark`; this probes the specific `USCOURTS` collection endpoint under the literal public
`DEMO_KEY` value GovInfo documents for anyone to try before registering.

## Probe 1 — keyless

## Probe 2 — DEMO_KEY, no offsetMark

**Observed:** `400`, `{"message":"Please provide an offsetMark to indicate which set of
results are requested. If you are not sure which offsetMark value to use, please use
offsetMark=* to start at the beginning of the results. After that, use the nextPage link in
the response to get the next set of records."}` — a 400 that doubles as inline documentation.

## Probe 3 — DEMO_KEY with offsetMark=*

**Observed:** `200`, `x-ratelimit-limit: 10`, `x-ratelimit-remaining: 7` (after 3 total calls
in this session against any `api.govinfo.gov` path — the quota is shared across endpoints, not
per-collection). Body: `{"count":2174889,"message":null,"nextPage":"https://api.govinfo.gov/
collections/USCOURTS/2024-01-01T00:00:00Z?offsetMark=<opaque>&pageSize=2","previousPage":null,
"packages":[...]}` — 2,174,889 USCOURTS packages exist under this one date-range query, and
`nextPage` (consistent with the general-API finding already in the corpus) carries no
`api_key` param of its own; following it bare would 401.

## What this means for an agent

`DEMO_KEY` works on `USCOURTS` with no registration, but it shares a **10-requests-per-hour**
bucket across the whole `api.govinfo.gov` host (not 1,000/day like a registered key) — three
calls in one minute already burned 30% of the hourly allowance. An agent prototyping against
USCOURTS with `DEMO_KEY` will hit `429` within a handful of paginated fetches of a
2.17-million-row collection and must register for a real key before any real pagination run.
