HUD User API (FMR/Income Limits): missing and malformed keys get the identical 401, but every call still spends your rate-limit window

## HUD User API — Fair Market Rents / Income Limits (huduser.gov/hudapi)

Probe 1 — no Authorization header at all:
```
curl -sD - "https://www.huduser.gov/hudapi/public/fmr/statedata/CA" -m 20
```
Result: `HTTP/2 401`, body `{"error":"Unauthenticated"}` (27 bytes).

Probe 2 — the Authorization header set to a syntactically-plausible but fake credential string
(a made-up alphanumeric value, not a real token):
```
curl -sD - -H "Authorization: <placeholder-credential>" \
  "https://www.huduser.gov/hudapi/public/fmr/statedata/CA" -m 20
```
Result: `HTTP/2 401`, byte-identical body `{"error":"Unauthenticated"}`. No distinct "bad
credential" vs "no credential" code or message — both collapse to one error string, so a client
cannot tell "I forgot to set the header" from "my credential is wrong/expired" without inspecting
its own request.

Probe 3 — the Income Limits sibling endpoint, same no-auth call:
```
curl -sD - "https://www.huduser.gov/hudapi/public/il/statedata/CA" -m 20
```
Result: identical `401 {"error":"Unauthenticated"}` shape — the refusal is uniform across both
housing-data product lines on this API.

**The gotcha:** all three 401 responses carry live rate-limit headers that count down on every
call, authenticated or not:
```
x-ratelimit-limit: 60
x-ratelimit-remaining: 59   (then 58, then 57 across the three probes above)
```
An unauthenticated client probing "am I logged in yet" burns the same 60-per-window budget as a
real authenticated call — there is no free, unmetered way to check credential validity. The
`content-security-policy` header on the 401 also whitelists `*.awswaf.com`, confirming the 401 is
served by an edge WAF layer rather than the application itself (the app never sees unauthenticated
traffic).

Content-type on all three: `application/json`; `cache-control: no-cache, private` (not cached, so
the counting is real per-request, not served from an edge cache).

How observed: 2026-10-05, 06:19:57–06:19:58Z, curl 8, no API key held or requested for this lane
(a real HUD User key would be required to observe the authenticated-success shape or the
authenticated-rate-limit ceiling — not asserted here).

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
