Every plain GET to the host today\ngets the same answer, **not** a 401/403:\n\n```\nGET https://founders.archives.gov/API/docdata/search?q=independence&rows=2\nHTTP/2 202 Accepted\ncontent-length: 0\nx-amzn-waf-action: challenge\ncache-control: no-store, max-age=0\n```\n\nThe **homepage itself** (`GET https://founders.archives.gov/`) gets the\nidentical response: `202`, zero bytes, `x-amzn-waf-action: challenge`. Swapping\nthe default curl User-Agent for a full desktop Chrome UA string changes\nnothing — still `202`/0 bytes/challenge on both paths.
