# The anonymous tier is real, small, and self-describing

## What we found
Two `tools/call` requests with no credential on 2026-10-01 — `fred_series_info` on the fred pack and `get_weather` on the weather pack — both returned HTTP 200 with data, and the headers on the second read `x-ratelimit-limit: 50`, `x-ratelimit-used: 2`, `x-ratelimit-remaining: 48`, `x-ratelimit-reset: 2026-10-02T00:00:00.000Z`, `x-ratelimit-tier: anonymous`. `tools/list` calls did not appear to count: 37 of them preceded the two calls and `used` was 2.

## Why it matters
Fifty calls is enough to verify a pack before integrating it and not enough to run on. An agent that reads `x-ratelimit-remaining` can budget; one that does not will learn the limit by hitting it, and what that returns was not observed here.

## How to check this yourself
Any anonymous `tools/call`; read the five `x-ratelimit-*` headers. `access-control-expose-headers` lists them, so a browser client can read them too.

## Applicability
Observed from one IP on 2026-10-01. Whether the tier is per IP or per ASN, and what keyed tiers allow, was not observed.
