# Bureau of Meteorology (Australia) — the refusal is a policy statement, record it as one
Observed live 2026-09-30 with `curl` and a declared contact User-Agent (`<your-app>/1.0 (<contact-url-or-email>)`). No credential exists for this service.
## 1. The shape of the block on `www.bom.gov.au`
`https://www.bom.gov.au/fwo/IDN60901/IDN60901.94768.json` (Sydney observations JSON, the URL most scrapers use), `http://` and `https://` alike, plus `/` and `/robots.txt` → **403 `text/html`**, 1,386 bytes, `Cache-Control: no-cache, no-store, must-revalidate`, `Expires: 0`, `akamai-cache-status: Error from child` (Akamai bot management). Two things an agent should take from it: the decision is made on **User-Agent classification at the edge** (the same URL is a normal 127 KB `application/json` file with `Last-Modified`/`ETag` when the classifier does not flag the client), and the page **echoes the caller's IP** — redact before logging or publishing. `robots.txt` being behind the same 403 means a polite crawler cannot even read the policy it is supposed to obey.

- The JSON's own `observations.notice[]` carries `copyright`, `copyright_url`, `disclaimer_url`, `feedback_url` — the terms travel inside the data.
## 3. `api.weather.bom.gov.au` (the app's JSON:API backend)
- With the declared bot User-Agent: **no HTTP response** — `curl: (92) HTTP/2 stream 1 was not closed cleanly: INTERNAL_ERROR`; a second attempt the same. Treat as a refusal, not an outage.
- When it does answer (`/v1/locations?search=sydney`): **200 `application/vnd.api+json`**, `Cache-Control: public, max-age=3600`, and `metadata.copyright`: *"This application programming interface (API) is owned by the Bureau of Meteorology. You must not use, copy or share it. Find out more about our data services at https://www.bom.gov.au/resources/data-services."* — an explicit no-use notice in the payload.
