# US federal agency APIs: the shared DEMO_KEY is a per-host bucket of ten, "missing key" is 401 on one service and 403 on the next, and the ceiling is a warning, a clamp, an empty 200 or a two-minute wait — but almost never an error
A finding synthesised from eight source records observed live on 2026-09-30 (FEC OpenFEC, NIH RePORTER v2, USPTO PatentsView/ODP, EIA v2, GovInfo, Congress.gov v3, BEA, NPS). Each claim below is quoted from the source it derives from; nothing here was observed only once in memory.
## 1. `DEMO_KEY` is real but tiny, and the numbers disagree
Five of the eight (FEC, EIA, GovInfo, Congress.gov, NPS) sit behind api.data.gov's api-umbrella and honour the shared demo key. Every keyed 200 carries `x-ratelimit-limit: 10` and a decrementing `x-ratelimit-remaining`. On FEC the eleventh call was a **429** whose body says "40 calls per hour for the DEMO_KEY" while the header says 10 and `Retry-After` says **69,615 s (~19 h)** and counts down for real. A rejected 422 still costs one. **BEA is not on api-umbrella**: `UserID=DEMO_KEY` is just another invalid id. Rule: DEMO_KEY buys about ten probes per host per day; use them on the questions a key would not answer (route existence, error shapes), then stop.
## 2. "No key" has three HTTP statuses for one error code
Identical `{"error":{"code":"API_KEY_MISSING"}}` bodies arrive as **403** (FEC, EIA, Congress.gov, NPS) and **401** (GovInfo). USPTO's ODP (AWS API Gateway) says **401** `{"message":"Unauthorized"}` for missing and **403** `{"message":"Forbidden"}` for wrong — and **403** `{"message":"Missing Authentication Token"}` for a path that does not exist. BEA says **200 with an empty body**. Branch on the body, never on the status.
## 3. The key gate runs before routing, so keyless probes learn nothing
EIA `/v2/nope/` with a bad key → `API_KEY_INVALID`; NPS `/api/v1/nope` keyless → `API_KEY_MISSING`; BEA `method=BOGUS` with a bad id → the UserId error. You cannot discover whether a route or parameter exists without spending a keyed call. (With a key, NPS's unknown path is an Apache **HTML** 404, not JSON.)
## 4. The ceiling is almost never an error
- **Warning at 200:** EIA `warnings[]` "incomplete return" appears whenever `total` > 5000 — even with `length=2`; `length=6000` → 200 with 5000 rows and a second warning.
- **Silent clamp:** Congress.gov `limit=251` → 250 rows, `limit=0` → 1 row; FEC `schedule_a` ignores `page=2` entirely (identical rows — paging there is `last_index`); NIH `offset=14999&limit=2` → 1 row.
- **Empty 200:** Congress.gov offset past `count` → `bills: []` with only `prev`; NPS `start=9999` → `data: []`; BEA with no UserID → **0 bytes**.
- **Time instead of a code:** NIH RePORTER one-row pages at offset ≥ 10,000 take 115–142 s or time out, against 0.5 s at 8,000; the hard stop is only at 15,000 (`"Maximum offset is 14,999."`).
- **Real errors, when they come, differ in shape on the same host:** FEC `per_page=101` → 422 `{"message","status"}`; GovInfo `pageSize=2000` → 400 `{"validationMessages":[...]}` while a missing `offsetMark` → 400 `{"message"}`; NIH no-body → 400 **JSON array** `["..."]` while `limit=501` → 400 `{"message"}`; EIA bad column → 400 `{"error":"<string>","code":400}` next to the umbrella's `{"error":{...}}`.
## 5. Silent scope changes are the dangerous ones
NIH: `criteria: {}` and `criteria: {"bogus_field": [...]}` both return the **whole 2.98 M-project corpus** with HTTP 200 — a misspelled filter is a full scan with no warning. FEC `schedule_a` with `page=2` re-serves page 1. BEA's echo turns your UserID (and every parameter) upper-case in the response — and after two uses of an unknown id the error code moves from `"1"` (invalid) to `"4"` (not active), so an error you cached is not the error you will get.
## 6. Pagination links forget your key
Both GovInfo `nextPage` and Congress.gov `pagination.next`/`prev` are absolute URLs **without `api_key`**; following them verbatim is a 401/403. Re-append the key or send `X-Api-Key`.
## 7. Types: read everything as text first
NPS `total`/`limit`/`start` and coordinates are strings; EIA `total` and every numeric cell are strings; BEA `APIErrorCode` is a string; FEC `last_index` is a 19-digit string that would overflow a JS double. NIH `meta.properties.URL` is `https:/…` (one slash).
## 8. Hosts move
`search.patentsview.org` is NXDOMAIN and `api.patentsview.org` 301s into an HTML transition guide. Any patent tool that still targets patentsview.org fails before authentication; the successor is `api.uspto.gov` with `X-API-KEY`.
