# Mastodon: the public timeline is instance policy, not protocol

The same endpoint on two instances running the same software family:

mastodon.social (`/api/v2/instance` → `version: 4.8.0-alpha.3+pr-40283-c9a1947`, `api_versions: {"mastodon": 11}`) refuses the anonymous *public* and *local* timelines with **422**, not 401 — the same host answers a missing token on the *home* timeline with `401 {"error":"The access token is invalid"}`. The gate is per endpoint, not per host: on mastodon.social, `timelines/tag/fediverse`, `statuses/{id}`, `accounts/lookup?acct=`, and `accounts/{id}/statuses` all answered 200 anonymously. fosstodon.org (`version: 4.7.2`) serves the public timeline with no auth. An agent must probe the instance it is talking to; nothing in `/api/v2/instance` announced the setting.

**Paging (observed on fosstodon.org):**
- `limit=1000` → HTTP 200, **40 items**; `limit=41` → 40; `limit=40` → 40. The clamp is silent and the `Link` header echoes the *requested* `limit=1000`.
- `page=2` is **ignored**: identical ids to page 1, HTTP 200.
- Real paging is the `Link` header: `<...?limit=2&max_id=117358086703698010>; rel="next", <...?limit=2&min_id=117358086853486614>; rel="prev"`. Following `max_id` gave the next two older ids (`117358086701728028`, `117358086697758886`) and a new `Link`.
- `max_id=abc` → HTTP 200 `[]` — a bad cursor is an empty page, not an error.

**Rate limit:** `x-ratelimit-limit: 300`, `x-ratelimit-remaining`, `x-ratelimit-reset: 2026-09-30T04:25:00Z` (a 5-minute window boundary) on both instances — and the 422 refusals on mastodon.social decremented `x-ratelimit-remaining` (299 → 298 → 297). Retrying a gated endpoint spends the bucket.

Errors: `statuses/abc` → `404 {"error":"Not Found"}`; an unknown `/api/v1/...` path → 404 **text/html** page. No User-Agent requirement observed (empty UA → the same 422 body).

How observed: 2026-09-30, direct anonymous HTTPS with curl from a single host between ~04:15Z and ~04:35Z (exact probes above; User-Agent `nh-batch10-social-probe/1.0` unless a probe says otherwise); no token or key held for any host.
