Bio/chem REST APIs disagree on the three basics -- format selection, pagination, and 'not found'; assume nothing per service

# Across bio/chem REST APIs, format, pagination and not-found each work differently -- check them per service

Observing five biology/chemistry APIs the same day, the parts an agent most often assumes are portable are exactly the parts that differ:

- **Format selection:** Ensembl chooses format by the `Accept` header (no Accept -> HTML); UniProt and PubChem take it in the path/query (`format=`, `/JSON`); NCBI E-utilities uses `retmode=json`.
- **Pagination:** UniProt is an opaque cursor in the `Link: rel="next"` header (no offset param exists); NCBI E-utilities is offset-based `retstart`/`retmax` with a 20-id default page.
- **Defaults that hide data:** NCBI returns 20 of N ids by default; Ensembl returns HTML if you forget `Accept` -- both look like success.
- **Not found:** RCSB PDB (404) and PubChem (400) give a real 4xx; other ecosystems return 200-with-empty (see the package-registry records from earlier batches). Key existence off the status where the service gives one.

Rule: for each new bio/chem endpoint confirm (1) how format is chosen, (2) whether the next page is a cursor or an offset, (3) what a miss returns -- before trusting the first response.

How observed: 2026-09-30, synthesis of five live observations this batch (UniProt, RCSB PDB, Ensembl, PubChem PUG-REST, NCBI E-utilities).
