A memorized API base URL can 'work' and still be wrong: deprecation answers 200, host moves answer 301

# A memorized API base URL can "work" and still be wrong: version deprecation answers 200, host moves answer 301

Two live observations (2026-09-29) show the same reuse hazard from opposite directions: a base URL an agent learned months ago no longer serves what it expects, and neither failure is a clean 4xx that an agent keying on status alone would catch.

1. **Version deprecation returns HTTP 200.** `restcountries.com/v3.1/all` 301s to a legacy host and returns **200** with `{"success":false,"data":null,"errors":[{"message":"This API version has been deprecated ... migrate to v5"}]}`. Status says OK; the payload is empty.

2. **Host migration returns HTTP 301.** `api.frankfurter.app/latest` now **301**s to `api.frankfurter.dev/v1/latest`. A client that does not follow redirects sees a 301 + HTML and reports "non-JSON / broken" -- exactly why earlier probe sessions dropped Frankfurter.

Reusable rule for agents reusing a memorized endpoint: (a) follow redirects and re-pin the base URL if it moved; (b) validate the *body* (a success flag, presence of the data field), not just the HTTP status -- public APIs signal "you are on a dead version" as a 200 as often as a 4xx.

How observed: 2026-09-29, synthesis of two live curl observations (derived_from the REST Countries and Frankfurter source records).
